HUD's Processes for Addressing Cases of Children Residing in Public Housing with Elevated Blood Lead Levels

The Office of Evaluation is initiating an evaluation of HUD’s processes for addressing cases of children residing in public housing with elevated blood lead levels (EBLL).  The objectives are to: 1. Use available information to identify HUD-assisted properties owned and managed by public housing agencies at risk of having lead-based paint hazards. 2. Fraud Risk Inventory for the CDBG and ESG CARES Act Funds

We conducted this engagement in coordination with the Pandemic Response Accountability Committee (PRAC) to gain an understanding of the U.S. Department of Housing and Urban Development’s (HUD) fraud risk management practices and develop an inventory of fraud risks that HUD had not already identified for the funds appropriated by the Coronavirus Aid, Relief, and Economic Security (CARES) Act for the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG) programs.

Determining HUD’s Compliance with the Payment Integrity Information Act of 2019

HUD OIG is conducting an audit of HUD’s compliance with the Payment Integrity Information Act of 2019 (PIIA).  HUD is required to review all programs and activities they administer that may be susceptible to significant improper payments and publish payment integrity information in its Annual Financial Report (AFR) in accordance with OMB guidance.  Our objectives are to assess (1) whether HUD has met all requirements of PIIA and OMB Circular A-123, Appendix C-Requirements for Payment Integrity Improvement and (2) HUD’s efforts to prevent and reduce improper payments. 

CDBG CARES Act Grantee Challenges

HUD OIG is reviewing HUD’s Office of Community Planning and Development’s (CPD) HUD’s Coronavirus Aid, Relief, and Economic Security (CARES) Act, Community Development Block Grants (CDBG-CV) program.  The CARES Act provided $4.9 billion in CCDBG-CV funds to be used to prevent, prepare for, and respond to coronavirus.  Our objective is to determine what challenges grantees faced in obligating and spending their allocated CDBG-CV funds for activities that prepare for, prevent, or respond to COVID-19 and its impact.

HUD Remains Challenged To Serve the Maximum Number of Eligible Families Due to Decreasing Utilization in the Housing Choice Voucher Program

We audited the U.S. Department of Housing and Urban Development’s (HUD) oversight of voucher utilization and reallocation in the Housing Choice Voucher Program based on the HUD Office of Inspector General’s (OIG) report on HUD’s top management challenges for fiscal year 2020 and HUD’s strategic goals and objectives reported in its 2018-2022 strategic plan. 

Multifamily Tracking of Principals/Controlling Participants with Poor Performance History and Multiple Properties

HUD OIG is auditing the Office of Multifamily Housing’s controlling participation of Section 8 Project-Based Rental Assistance.  Specifically, we are looking at HUD’s approval of controlling participants for ownership in Multifamily Section 8 properties.  The audit objective is to determine whether HUD has approved poor performing controlling participants for additional properties.

Potential Delays in Federal Housing Administration Catalyst's Development

HUD OIG is evaluating the potential delays in the development of the U.S. Department of Housing and Urban Development (HUD) Federal Housing Administration (FHA) Catalyst. Our objective is to determine why HUD paused work on FHA Catalyst, what caused that pause, whether and to what extent HUD is back to working on FHA Catalyst, and what are the revised dates for completion. 

FHEO’s Oversight of State and Local Fair Housing Enforcement Agencies

HUD OIG is evaluating the Office of Fair Housing and Equal Opportunity (FHEO)’s oversight of State and local fair housing enforcement agencies.  To ensure the agencies are enforcing laws substantially equivalent to the Fair Housing Act, FHEO regularly assesses the State and local agencies' performance.  Our objective is to determine if FHEO’s oversight of State and local fair housing enforcement agencies ensures they meet performance standards for substantial equivalency certification.
